Colonel Donn Piatt raised " near West Liberty, Ohio , studied law and became actively engaged in the 1860 Presidential Canvas for President Abraham Lincoln. When the Civil War began he became a staff officer under command of General Robert Schenk at Baltimore. When the General was on leave, Colonel Piatt took command and ordered General William Birney to recruit a Brigade of Colored Soldiers from the Middle (Military) Department at Baltimore, Maryland, and to recruit none but Negro soldiers- in effect, emancipating every slave in the State of Maryland. President Lincoln disavowed the order, angrily ordered him to Washington and threatened him with dismissal from the Union Army.. Secretary Stanton intervened and he was able to remain in the Army although never being allowed to rise above the rank of Colonel. During Lee's 1862 Antietam, Maryland Campaign Colonel Piatt ordered General Robert Milroy to evacuate Harpers Ferry, VA which was not defensible. General Halleck countermanded Piatt;s order, forcing Milroy and his command to remain at Harpers Ferry, where they were forced to surrender to Jacksoon's Confederate Forces . Colonel Piatt remained in the Army to the End of the War. Postwar he became a noted author and correspondent.
